Het houten Normandische kasteel van York uit 1069 stond eveneens op deze plek. In de 13e eeuw liet Eward 3 een nieuw in steen bouwen. De naam Clifford's Tower werd in 1322 gegeven toen tijdens de burgeroorlog tussen Yorkshire en Lancastershire de leider van Lancaster (Clifford) gevangen en geëxecuteerd werd en nadien aan kettingen buiten gehangen werd.
