In 1882 Riggenback came to Nilgiri on an invitation of Government of India and he submitted detailed estimates for a line costing pound 1,32,000. A local company named "The Nilgiri Rigi Railway Co. Ltd" was formed and Government offered it free land. Company insisted for a guarantee of 4% return, which was not accepted & the proposal once again was shelved. In 1885, another in the series, the Nilgiri Railway Co. was formed with a capital of Rs. 25 Lacs and in 1886 work started on Rig
