This is a shot of Fort San Juan de Ulúa, on the Veracruz waterfront. Spanish explorers first set foot in the fort in 1518, Corté returned from Cuba the next year . . . and the rest is history. In later years, Mexican presidents used parts of the fort as a prison for their political foes.
