You can not go inside the Tea house but you can walk up the stairs to it and walk around its deck. Amusingly, when this was first built - if you look at old books and old postcards, this was called the Japanese Tea House, not the Chinese Tea House. I have a copy of a postcard from the late 1800s that clearly says Japanese Tea House.
