The downtown Laredo Public Square across the street from the hotel and courthouse always seemed to have people hanging out no matter the time of day. It also was lined with cabs at all times. I have never seen a city of this size with so many cabs, I would imagine most are used by people (primarily local residents, I did not seem many tourists) to go over to Mexico.
