Newly weds/lovers inscribe their names on the lock and fasten it to the bridge, they either throw the key into the river or stow it away in a holy place. I haven't seen anyone in the act of putting the lock, there are thousands of locks on bridges all over Estonia. On this bridge there are at least a thousand locks. Thank you
